Kawhi Leonard avoids suspension as NBA punishes Clippers in cap investigation

Kawhi Leonard will not be suspended or have his contract voided following the NBA’s investigation into the Los Angeles Clippers, removing a significant obstacle to his proposed return to the Toronto Raptors.
The league announced Wednesday that an independent investigation found multiple violations of salary-cap circumvention rules connected to Leonard’s 2021 extension with the Clippers.
Los Angeles received some of the harshest penalties in recent NBA history. The franchise was fined US$30 million and stripped of five first-round draft picks from 2029 through 2033.
Owner Steve Ballmer and president of business operations Gillian Zucker were suspended for one year, while president of basketball operations Lawrence Frank received a six-month suspension.
Leonard was ordered to pay US$700,000 after investigators determined he benefited from off-court income opportunities facilitated by the Clippers and did not reimburse certain personal expenses paid by the organization. His uncle and former business manager, Dennis Robertson, was also banned from conducting business with NBA teams and affiliates for five years.
Leonard’s Raptors return can move forward
For Toronto, the most important part of the ruling is what did not happen.
Leonard was not suspended, his contract remains intact and the proposed trade between the Clippers and Raptors is still allowed to proceed.
The deal had been put on hold in July while the league completed its investigation. Under the reported terms, Toronto would send Brandon Ingram, Gradey Dick, two unprotected first-round picks, a 2027 pick swap and two second-round selections to Los Angeles.
Leonard indicated that he is ready to move forward. “As I return to Toronto, I am focused on what I can control, closing this chapter, and moving forward with a clean slate,” he said in a statement. The Raptors have not announced the trade as official.
Clippers reject NBA findings
The Clippers disputed the league’s conclusions and said they intend to challenge the punishment. The investigation focused on whether the organization helped create or facilitate endorsement arrangements for Leonard in a way that violated NBA rules governing salary-cap circumvention.
Commissioner Adam Silver said the severity of the penalties reflected what the league viewed as repeated and significant violations.
If the Toronto trade is completed, Leonard would return to the franchise he helped lead to the 2019 NBA championship. He averaged 27.9 points, 6.3 rebounds and 3.6 assists for the Clippers last season.
For now, the NBA ruling clears the largest remaining league-related uncertainty surrounding the deal, while Los Angeles faces substantial financial, executive and draft consequences from the investigation.
